In this tutorial you will learn how to make stuff like this:
First you have to is find a picture/pictures you want to animate. For this tutorial I'm only making three different slides. But you can make as much as you want. Now create your different layers. Each layer will be a new slide on your Animation. So
here is what my layers look like.
Now go to Window>>Animations. When you do you will get something like
this to pop up. Now depending on how many slides you want press
this button. Im doing three so I will press it three times. You will now have something like
this.
Select slide 1. Now go to your layers and hide all but one layer. Click
here if you dont get this step. Now Select slide 2. And hide all but the second layer. Click
here if you dont get this step. Now Select slide 3 and hide all but the top layer. Click
here if you dont get this step. So once you have done that you should have something like
this in your animation box.
Now to make them flash we have to change where it 0 sec. to an actual time and to do that all you have to do is click where it says 0 sec. and select a time delay. I usually do .5, but you can make any time you want. Change all the slides so none of them say 0 sec. To preview it just press the play button.
If you are satisfied with what you have you can now save your image. To do so go to File>>Save for Web & Devices. It will save it as .gif then all you have to do it upload it to tinypic, photobucket, etc.
Here is what my final product turned out like.
